Yes! DailyWiki allows you to use Wikipedia for PC completely free of charge. Originally made it for ourselves, realized it's awesome, and decided that everyone should enjoy it!

DailyWiki utilizes Wikipedia Web services, and allows you to enjoy Wikipedia for PC, directly from your desktop, as a standalone application. The content you are exposed to is fully rendered by Wikipedia.
